About the Position:

We are seeking an exceptional individual to join our Payroll Services team as the Payroll Administrative Analyst/Specialist-Exempt I. Reporting to the Payroll Services Manager with additional oversight from the Director, the Payroll Administrative Analyst/Specialist-Exempt I will also collaborate closely with other members of the Payroll and CHRS management team. This role encompasses diverse administrative and technical responsibilities essential for supporting the campus community in analyzing and processing complex payroll and employment data. Serves as a liaison with the campus community, the State Controller's Office, the Chancellor's Office, and other relevant agencies to verify and/or to resolve payroll issues.

Independently initiates, processes, and completes a variety of moderately complex transactions related to appointing, separating, or changing the pay and employment status of university employees. Exercise sound judgment in analyzing data, making accurate projections, and ensuring compliance with procedures, policies, and collective bargaining agreements. Analyzes and advances resolution accounts receivables, including causes of overpayments/errors and follow-up with timely communication. Researches and reports wage information on unemployment insurance claims and provides support for EDD audits. Utilize comprehensive knowledge of payroll and employment practices to facilitate daily operations in Workforce Administration, Time and Labor, Absence Management, Payroll Information Management System (PIMS), and other relevant software products. Provides exceptional support to ensure accurate payment processes and adherence to regulatory standards. Performs other duties as assigned to contribute to the efficient functioning of the department. Demonstrated proficiency in payroll processes, employment methods, and related procedures. Contributes to long-range planning for the unit, including process-mapping and internal quality improvement goals and plans. Utilizes subject-matter expertise to make recommendations on changes in procedures. Strong analytical skills with the ability to interpret data accurately. Excellent communication and interpersonal skills for effective collaboration within the team and with stakeholders. Capacity to work independently and prioritize tasks in a dynamic environment. Knowledge of relevant software applications and systems preferred. Participates in the creation of campus-wide communication and outreach programs related to payroll. In partnership with other HRDI employees, plans and develops documentation and materials for presentations and workshops. Essential Qualifications


Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus two years of related experience.

Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Preferred Qualifications


Payroll experience in the CSU or higher education environment with an emphasis on payroll program processing. Thorough knowledge of the Uniform State Payroll Procedures Manual, Personnel Information Management Systems (PIMS) Manual, and PSR and PeopleSoft HR
